to the Detective Staff recommended in (4) can be made without increasing the number of Inspectors by increasing the number of full-sergeants by one,

In order to increase the efficiency of supervision by European Officers in the Central District, we

recommend that the number of Lance Sergeants be increased by one but the constable so promoted should not be replaced. The

establishment of Lance-Sergeants will thus become 26 and that

of Constables 62.

We are of opinion that the Night-beats in

the Tsin-toa-tsui district are too large. Te recommend that

two more be made. This will entail the addition of 4 Chinese

Constables.

The Shaukiwan district has been considerably

extended by building operations and we consider that 4 Chinese

Constables should be added to the establishment in order that

the beats made by properly covered.

The detention at Tsin-tsa-tsui of deportees

from places outside the Colony entails the attendance almost

constantly of 4 Chinese Lukongs during the 24 hours. We recon-

-mend therefore that 4 Chinese Constables be added to cope with

this work.

The additions proposed above are set out in

the Schedule attached xxxkxætжx which also shows the annual

cost in pay and uniform,etc.

In the present state of Crime there does

not appear any necessity to make these additions at once. They

might be provided for in the estimates for 1912 unless there is

a large recrudescence of crime in which case the additions

should be made this year.

On the recommendation of the Retrench-

-ment Committee in 190/9 one of the Police Patrol Launches was

taken off duty. There has been a large increase in Boat and

Junk Robberies in the waters patrolled by the Launches during
